Infrastructure projects do not always begin with a design problem. Many begin with an information problem.
An outdated plan. A missing benchmark. An area that looks accessible from aerial imagery but is flooded in the field. A utility that was not identified early. A drainage feature hidden under vegetation. A right-of-way assumption that was never verified.
At the beginning of a project, these conditions may seem minor or invisible. But as design, permitting, and construction advance, they can become expensive to fix. For engineering and infrastructure teams, the question is not only what are we designing? — it is also do we truly understand the site we are designing for?

Uncertain site conditions are physical, legal, spatial, or environmental conditions that have not yet been verified against the reality on the ground. They may include:

Aerial imagery, GIS data, and historical plans are useful planning tools. But they do not always reflect what currently exists in the field.

- Vertical information may not be suitable for design

05Surveying as early risk reduction
Surveying is often thought of as a deliverable — a topographic survey, a boundary survey, a utility designation, a LiDAR scan, a hydrographic survey, a control network. But for infrastructure teams, surveying is also a way to reduce uncertainty. Reliable survey data helps answer critical questions:
- What actually exists on the ground?
- What are the current elevations?
- Where are the visible and designated utilities?
- What structures or improvements are present?
- What drainage features affect the project area?
- What access constraints exist?
- What horizontal and vertical control will be used?
- Are there potential conflicts between the design intent and the site reality?
These answers allow engineers, planners, and project managers to move forward with greater confidence.
06The field always tells the truth
Every project has assumptions. The problem is not that assumptions exist — the problem is when assumptions are allowed to guide decisions without verification.
