What can go wrong if survey needs are not planned early?

When survey needs are not considered early, the project may move forward based on assumptions instead of verified field data. At first, this may not seem like a major issue — the team may have old plans, GIS layers, aerial imagery, previous drawings, or general site information. But as the project advances, missing or incomplete survey data can create problems that are more difficult and more expensive to correct later.

A project team may request a “topographic survey” without realizing that the project also needs utility information, drainage details, right-of-way limits, boundary research, control points, hydrographic data, or LiDAR scanning. When the original scope does not match the project's actual needs, additional field work may be required later. This can lead to extra mobilizations, schedule impacts, revised fees, and delays in the design process.

Old plans, GIS data, and aerial imagery are useful for early planning, but they may not reflect what exists today. Roads may have been resurfaced. Utilities may have been added or relocated. Drainage features may be hidden by vegetation. Walls, fences, structures, or access conditions may have changed. If these differences are discovered after design assumptions have already been made, the project may require redesign or additional coordination.

Infrastructure projects depend on consistent horizontal and vertical control. If the project datum, coordinate system, benchmarks, or control points are not defined early and in compliance with current laws and regulations, different teams may work from information that does not align correctly.

Utility information is often one of the most critical parts of an infrastructure project. If visible utility features, available records, and subsurface utility needs are not considered early, the design team may miss potential conflicts. This can affect roadway work, drainage design, utility relocations, trenching, structures, and construction sequencing. Early planning helps determine whether the project needs visible utility mapping, record review, subsurface utility designation, or additional coordination.

If property limits, easements, acquisition areas, or right-of-way information are not considered early, the project may be designed around limits that are not fully verified. This can create issues with access, construction limits, temporary easements, permanent easements, parcel impacts, owner coordination, and legal descriptions. For projects involving public infrastructure, roads, utilities, or land acquisition, this can become a major source of delay.

A site may look simple from aerial imagery but be very different in the field. Standing water, dense vegetation, steep terrain, locked gates, unsafe conditions, limited access points, traffic conditions, coastal exposure, or private property restrictions can all affect field work. If these constraints are not discussed early, the project schedule may be based on unrealistic assumptions.

When the survey scope is unclear, each surveyor may interpret the project differently. One proposal may include control, utilities, drainage structures, and deliverables for design. Another may include only limited topographic data. This makes it difficult for the project team to compare pricing fairly. A clearer scope leads to better proposals, better expectations, and fewer misunderstandings after award.

When important survey needs are identified late, the field crew may need to return to the site. Additional mobilizations can increase costs, affect the schedule, and delay the design team's progress. Early planning helps collect the right information during the right field effort.

The biggest risk is not simply missing a survey item. The bigger risk is making design, permitting, acquisition, or construction decisions without understanding the actual site conditions. Reliable survey planning helps the project team move from assumptions to verified information. That clarity can reduce uncertainty, improve coordination, and help prevent avoidable problems later in the project.
